What are land use entitlements?

Land use entitlements are the legal permissions and approvals necessary to develop a property for a specific use. Entitlements are granted by a local government agency and are specific to the proposed project — what can be built, how it can be used, minimum and maximum development standards, architectural and design elements, and its overall development. 

The entitlement process is a discretionary process and can be complex and time-consuming, often involving public hearings, community engagement, and interaction with various government agencies. It is a critical step in the real estate development process, as it ensures that development aligns with local regulations and community needs. The specific requirements and procedures vary by jurisdiction and agency. 

What are ministerial and discretionary procedures and what is the difference?

Ministerial actions are performed according to established rules, procedures, or instructions from a legal authority, without exercising individual judgment or discretion.

Discretionary procedures require decision-makers to exercise judgment and deliberation based on the specific circumstances of the project. The decision-maker assesses whether the proposed project is appropriate for the location and aligns with all applicable land use regulations. Discretionary approvals often involve public hearings, allowing for input from the public and deliberation by appointed or elected officials. Entitlements will be conditionally approved where the decision-makers may impose extra requirements or conditions to mitigate potential impacts of the project. Conditional Use Permits, variances, and subdivisions are typical examples of discretionary permits. 

What is the meaning and significance of sabai?

The concept of "sabai" is central to Thai culture, reflecting a value placed on a balanced and harmonious approach to life. It has many translations, including tranquil, content, pleasant, balanced, and meditative relaxation.
